Anima – Fundação Rui Cunha – Animals: Law and Rights!
Fundação Rui Cunha held a talk on today at 18:30 regarding the project of Law for the Protection of Animals being in discussion in the Macau Legislative Assembly.
The talk was in Portuguese Language with translation to Chinese and guests’ speakers were Anima President Mr. Albano Martins, the Lawyer Mr. Paulo Cardinal, the Vets Mr. Jorge Boavida and Mr. Ng Tung Ming.
The intervention of our President centered in several topics of this law, which Anima disagrees and a movie was shown with real cases of cruelty from the daily activity of Anima.
We are against:
1.the main reasons of the law seeming more concerned with human health and the keeping of public order than animal welfare;
2.the concept of abandonment (if abandoned in kennel the law considers as a non-abandonment and we disagree. At the end, IACM will be called to kill the animals abandoned in the kennel as IACM don’t have capacity to accommodate all animals. This is a wrong decision for the Government which will be once again criticized for being killers);
3.the idea of muzzling all animals or animals over 23 kilos as proposed by one local animal association (we are against all muzzling);
4.the idea of not allowing cats to be registered and as so have a microchip as proposed by one local animal association (for us this decision will not protected them and registration and rabies vaccines must be totally free for the community. The number of cats rescued by Anima is bigger than dogs. In two years cats rescued were 442 and the majority are cats that seems abandoned or lost by families. The government project of law of 2008 proposes the registration of cats!);
5.the use of mistreatment, as a vague concept, instead of using cruelty and as so specifying all cruelty situations;
6.killing animals for perfection of the race (we disagree, this seems a NAZI idea);
7.creating a possibility of having monkeys in our labs. This is a serious mistake and should not be acceptable by our humans values;
8.reducing the jail penalty from 3 years time to one year, This means going back 40 years ( the law 9/96/M fix already 3 years in jail for mistreatment. That law replaced the law 52/89 (penalty 2 years) who replaced the law 24/72 (15 months, all over one year sentence), etc, etc.
